How do you obtain it?

The first step of unlocking any catalyst is getting the respective weapon. Otherwise, this whole thing won't make sense – how do you expect to upgrade a weapon if you don't have it yet? But let's imagine that the weapon is already a part of your arsenal. What now? Head to Deep Dives and start progressing through its levels. What you should aim for is Tier 7.
