Power Armor plans are quite sought after. It's not surprising: crafting high-end power armor sets is a great advantage and any player would benefit from it. But, unlike many other plans, the power armor ones don't seem to be often sold by NPC vendors. Can they even be bought? Or is it just grinding that can bring you one? And if they can be purchased, which ones can you get and where? Learn it all right below!
Can you actually buy Power Armor plans?
Yes, you can. It's not the most widely sold kind of item but there are certain vendors that offer power armor plans. We're not talking about mod plans: there are plenty of those out there, sold by several well known merchants in specific locations. Those are things that you're going to need at your power armor station – we're not going to discuss them here. We're talking only about Power Armor plans.
However, only 2 such sets have plans sold by NPCs. The rest are obtained in some other way. Here's a table that will make it a bit more clear:

Strangler Heart Power Armor
This power armor set has a history. Initially it came as loot from Vault Raids. But at some point the devs pulled the plug on the raids and the Strangler Heart set had to disappear alongside them or get a new source of obtainment. Luckily for us, the players, the devs chose the latter and the game is still present in the game. Now you need to purchase it with gold bullions from Regs in Vault 79.
Alternatively, you can buy them from Minevra at a better price but it will take you more time. If you haven't met her yet, you should know that it's a gold bullion vendor who changes her location weekly as well as her catalog. She offers great prices (25% less than Regs) but you never know what she's going to sell next week. So if you want to get the full power armor set ASAP, she won't be your best option. However, it still will make sense to check out her current lots to see if you can get at least one piece of the set cheaper.

As with every other power armor set, there's a plethora of modifications of all sorts for all of its pieces. Plans for them are also sold by vendors but that's a whole different story and we'll stick only to plans for power armor here.
T-65 Power Armor
Obtaining T-65 Power Armor plans is almost identical to those of the Strangler Heart. You stock up on gold bullions, travel to Vault 79 to see Regs or to wherever Minevra currently is, and buy plans. Even the prices are identical to those of Strangler Heart piece plans. We'll give them below in the table anyway though:

How do I get gold bullions?
If you're more used to buying stuff with bottle caps, you might be wondering what gold bullions are and where you can get them. Gold bullions are a currency primarily used to purchase high-end items used by max level characters. One of the most well-known gold bullion vendors is Minerva since she's so unique: she travels to another location weekly, changes her catalog as often, and sells stuff at a 25% discount.
You get access to this currency only after completion of the Wastelanders main questline. Then your character becomes eligible for earning bullions and you can do so by doing these things:
- Public events (you can obtain Treasury Notes from loot which can later be traded for gold bullions at gold press machines)
- Daily quests given by the Settlers or the Raiders (also Treasury Notes)
- Trading caps for gold bullions with Smiley at the Wayward (1'000 caps = 50 gold bullions)
Mind that gold bullions have several quantity limitations:
