You get them as rewards for final quests of each respective quest line: Balenos, Serendia, and Calpheon. But what are they exactly? Are they just empty containers or what? Luckily, they are anything but empty. Let's look inside:

In other words, those bags are full of useful things. And we'd say that they are absolutely worth it!

There's however a peculiar detail: their description in-game mentions that they are "daypacks".  Why is that? The reason for that is that you have to wait until the following day arrives to start doing quests related to the story in the next zone. Let us explain with an example: you've just finished Balenos and got a bag. You're happy with how things are going and head straight to Serendia. But alas, you can't start doing quests there – you have to wait until the following day comes. That's why those are deemed daypacks. It's a small hint at an unpleasant obstacle that keeps you from finishing all the quests in one go.
